How do I troubleshoot error 5344?

I'm trying to create a Boot camp partition on my internal SSD. It's a 256 GB drive with 13.59 GB available. Boot camp assistant is showing an error message: "This disk is your macOS startup disk and appears to have been partitioned by another utility". I went into command line to delete the partition using this:

eraseVolume JHFS+ drive /dev/disk0s1

Which worked for one partition, apparently there were 3 total. I then ran this command:

diskutil mergePartitions JHFS+ macOS disk0s2 disk0s3

That worked to merge the partition I just deleted with my OS partition.

The remaining partition shows up in disk utility now (before I completed the above command it didn't show that there were any partitions) but I'm unable to do anything with it there. Neither of the command line tricks work on the remaining partition, which is titled EFI. It is 209.7 MB in size but I have no idea what it is or what's on there. When I try to run the erase command in command line on the remaining partition, I'm getting an error that reads:

MediaKit reports not enough space on device for requested operation. Operation failed...

So, to sum up, I'd like to combine these partitions on my SSD so I can then partition to install Windows on my OS disk.
